Supervisory Commercial Specialist

Work Schedule: Full-time - 40 hours per week

Salary: €79,051 - €110,669 annual base salary. An additional 20.2% will be added to the listed Locally Employed (LE) Staff salary for allowances and premiums. You will receive a vacation bonus at 8.2 percent of base pay, a bonus for duty-free days at 3.67 percent of base pay and a year-end bonus at 8.33 percent of base pay. For this FSN-12 position this equates to a total remuneration of €95,019 - €133,024 per annum based on a 40-hour work week. Actual salary based on experience and current compensation up to the maximum of the grade.

Duration Appointment: Initial contract of one year, includes a one-month probationary period, with view to extension.

DUTIES

Basic Function of Position: The Commercial Specialist/Head of Section serves as the Regional Senior Commercial Officer’s (RSCO) representative at post. The job holder directs a wide range of commercial programs, consistent with U.S. Commercial Service (CS) requirements in the U.S. Mission the Netherlands. Serves as the principal adviser to the Ambassador, Deputy Chief of Mission (DCM), and the RSCO on commercial and U.S. Department of Commerce (USDOC) matters. Job holder has full supervisory authority for up to four LE staff, plus interns. Job holder is directly supervised by the Regional Senior Commercial Officer (RSCO).

Job holder directs commercial activities, as outlined in the Commercial Service Memorandum, “Commercial Service Host Country Region Operations”. Job holder’s responsibilities include, but are not limited to: a) Exploitation of trade and investment opportunities; b) Assistance to U.S. firms in obtaining representation, licensing, joint venture and franchise arrangements; c) Providing marketing information, market research and reports on the business climate and economic and foreign trade trends for use by the American business community; d) Advocacy assistance to U.S. firms in bidding for tenders and contracts; e) Protection of U.S. firms against discriminatory practices; f) Resolution of commercial trade disputes and complaints; g) Promotion of foreign buyer(s) visits to the United States; h) Support of U.S. Department of Commerce trade fair exhibits, trade missions, and other business promotion initiatives;

i) Representation of U.S. Commercial Service to Government of (Host Country) entities; j) Support and participation in all commercial-related initiatives in partnership with all U.S. Government agencies represented at post.

Job Knowledge: Incumbent must have comprehensive knowledge of CS goals, programs, policies, procedures and reporting requirements, as well as Mission structure, policies and activities. Incumbent must define, in consultation with the RSCO, country commercial goals and objectives in accordance with USDOC and CS guidelines. The incumbent must have comprehensive knowledge of and be intimately familiar with Host Country’s economy and its prevailing business trade and investment practices in order to provide high-level, knowledgeable advice and support to the Ambassador, DCM, RSCO, USDOC, and U.S. businesses. The incumbent must possess the ability to render advice on highly complex and, often, politically sensitive matters, with detachment and objectivity, employing exceptional professional judgment. Most difficult problem solving may include resolution of complex trade disputes (company specific or across an entire industry), and advocacy for major projects (e.g. Government tenders) or complex trade policy and market access issues. The incumbent must be capable of engaging in numerous representational activities and effectively explaining and promoting commercial policies and objectives to business and other audiences throughout the host country.

QUALIFICATIONS AND EVALUATIONS

Language Requirements: Fluent speaking/reading/writing in English and Dutch is required.

Skills and Abilities: Strong leadership and interpersonal skills to work with all levels of staff in a team setting to accomplish program goals are required. Excellent oral and written communications skills are required in order to convey program policies. Good working knowledge of computer software programs such as word processing, spreadsheets and databases is required. Regular demand for keyboard with good working speed and accuracy for use in preparation of reporting documentation is required. Must have the ability to manipulate numbers with speed and accuracy. Must possess a valid driver's license.

Qualifications:All applicants under consideration will be required to pass security certification and may be required to obtain a Certificate of Conduct for Natural Persons (VOG) from the Ministry of Safety and Justice of the Netherlands.
